
Supporting Children & Responding to Families
SCARF is a best practice case management model. It is specifically designed for services offering individual support to vulnerable families with children. The model offers comprehensive assessment and planning tools with guidance in making professional judgements. SCARF was adapted from the UK 's “Children In Need and their Families Assessment and Planning Framework ” (CIN Framework).
The CIN Framework was developed in the UK with a view to improve the assessment and planning process in working with families of children in need. The model signified a shift from assessments of children dominated by concepts of protection to one focused on prevention. Assessing the strengths of support structures in the family and in the community is essential to the processes of the CIN Framework.
Barnardos Australia in conjunction with the University of NSW conducted a 3 year trial of the CIN Framework in 6 family support services. Changes made were based on client, worker and manager ideas during the trial, the end result being SCARF (Supporting Children And Responding to Families).
